By the way, beware of any answer that says "always" or "never." When you're working with people, there are almost no situations that are that black and white as to say "always" or "never."

I agree there are instances where you canot ignore the temper tantrums-(such as when hurting another child), so would the best answer be: (B) is an emotional behavior and does not need reinforcement?

Let me point out a small problem here with your wording. Note that the answer in B says, "is an emotional behavior and does not RESPOND to reinforcement, while your take on B is not the same thing. Your comment was and does not NEED reinforcement, Does not need and does not respond are not the same statement.

The original question states (C) a tantrum should NEVER be ignored. As I said before, never and always do not describe ways of working with people.
