y^2 + 6 y = -x^2 -4x + 12
y^2 + 6 y + 9 = -x^2 -4x +21

-(y+3)^2 = + (x^2 + 4 x) - 21

- (y+3)^2 + 4 = x^2 + 4x + 4 -21

- (y+3)^2 + 4 = (x+2)^2 -21

(x+2)^2 + (y+3)^2 = 25
