2x + 3y = -12
2x + 3y = -4

I just need to know the steps for the most part, I don't get them.

standard form is
Ax+By = C
You have
y = -2/3x -4
get rid of the fraction by multiplying everything by 3:
3y = -2x - 12
now just rearrange the terms to the desired form.
