If it was to the right, wouldn't it make it greater?
h(x) = x-13 is correct.
If you graph the two lines, you will see that
h(x) is shifted right by 13.
It is also shifted down by 13, but the effect is the same.

Maybe they wanted h(x) = f(x-13)
