Although his primary goal was to preserve the Union during the Civil War, he believed that slavery was morally wrong and sought to end it through a gradual and compensated emancipation plan. He issued the Emancipation Proclamation in 1863, which declared all enslaved people in Confederate-held territory to be free, and supported the passage of the 13th Amendment to the Constitution, which abolished slavery throughout the country.
