why might a casual observer think japan's and china's government were the same? and what were the fundamental differences?

At what time in history? Both countries were ruled by emperors for many centuries until the twentieth. Japan's emperors were hereditary and largely ceremonial/religious for over 1000 years, with many were controlled by palace intrigues. China had many dynasties and regional wars, over millenia.
