Why is 0.57 a rational number?

because I can write is a fraction
.57 = 57/100
I have also seen this referring to 0.57 meaning a repeating decimal. In that case,

0.57 = 57/99

because if
x = 0.57
100x = 57.57

now subtract and the .57 part goes away and you are left with

99x = 57
