Are you asking about who was most important in initiating and maintaining segregation?
Or are you asking about the leaders who fought for integration?

Before you go any farther in your research, you should make sure you understand the difference between segregation and integration.

As you can see, segregation was the policy that whites, especially Southern whites forced upon African-Americans that kept the two races separated -- in schools, parks, even drinking fountains. One of the most rabid segregationists was Alabama's Governor George Wallace who stood in the doorway of a school to keep African-Americans out of a white school.
Dr. Martin Luther King, Jr., Rosa Parks and many other integrationist leaders courageously opposed segregation and led the courts to make it illegal.

I don't know who the people are that initiated and maintained segregation. I said Martin Luther King Jr. and Rosa Parks because those are the two of the people who helped end segregation.
