I've been trying to figure this out for three hours, and I STILL don't know what it is.

The average KE of a substance is a function ONLY of its temperature; therefore the state doesn't matter the KE of liquid water @ 100 and gaseous water @ 100 C is the same. And you know the molecules of H2O are farther apart in the gas than in the liquid. So pick out those two in the answers and get a good night's sleep.
