I think it is a poor question and poorly worded at that.
A is false. I know that if I add ENOUGH HCl I can get the pH of either even below 7. A shouldn't even be on as an answer.
Of those answers left I would go with C. To be honest about it I'm confused with the wording of all of the answers.

A) HCl will not bring the pH of either solution to pH 7.
B) Both bases require the same amount of HCl to reach pH 7 because they are both at the same initial pH.
C) The weak base will require less HCl to bring the pH to 7 than the strong base.
D) The strong base will require less HCl to bring the pH to 7 than the weak base.
I'm thinking C but not completely sure. help!!

Weak bases do not fully dissociate in solution, whereas strong ones do.
At equivalent basic pH values, there is more weak base in solution than strong base.
More base in solution will require more HCl to reach the pH of 7.
