Which of the following is part of an issue network addressing education policy?
A. an education reporter for the New York Times
B. a lobbyist for the American Federation of Teachers
C. the White House Chief of Staff
D. the governor of California
I have C and D eliminated. I'm thinking its A or B. Can't find the answer in my book.

It can't be A because a NYT reporter is supposed to be unbiaswed. S/he simply reports the news.
How does your book define "issue network?"
Issue Networks: informal groupings of experts and lobbyists in and out of government organized to influence a specific policy.
