Lincoln’s plan, known as the Ten Percent Plan, required the following:
- 10% of the voters from the 1860 election in each state to swear loyalty to the Union
The plan did not require the abolition of slavery in all states, nor did it require African Americans to be given the right to vote in all states. The requirement for loyalty and re-establishing state governments was focused on a small percentage, making it a lenient approach aimed at reconciliation.
