C. Attorney General
The position of Attorney General was established by an act of Congress in 1789. The Secretary of State and Secretary of War were also established at that time, but the key distinction here is that the Attorney General's specific establishment as a Cabinet position is often highlighted in the context of acts of Congress. However, all of these individuals were part of the original Cabinet formed by Congress, but the Attorney General is typically singled out in discussions about Congressional establishment.
