I don't think I've seen a problem like this before and I'm not sure of the answer. As I see it here is my analysis of the answer. Draw a cell with two electrodes and a barrier between. The electrolyte conducts WITHIN the cell.
Then connect a wire from one electrode to the other.

1. Anion transfer occurs in the electrolyte at the barrier so that isn't at an electrode.
2. Electron transfer occurs at each electrode, giving them away at the anode and adding them at the cathode. So I would choose this one.
3. Electron flow occurs in the wire running between the electrodes outside the cell so this is not at an electrode.
4. Anion flow occurs withing the electrolyte within the cell and this not at an electrode.
So I think 2 must be the right choice.
