when you walkaround bare footed, a concrete floor feels colder than a carpeted floor in a room at the same temperature.
why is this?

well the carpeted floor is like a blanket so that would be my guess
The skin does not sense temperature. Nerves sense which way heat is flowing: if away from the body,it senses cold. If heat flows to the body, it senses heat. On a insulated material like carpet, heat is not flowing.
