y - 2 = (4/5)x , times 5
5y - 10 = 4x

in general form: 4x - 5y + 10 = 0

slope-y intercept form: y = (4/5)x + 2
First question: no, the zero can be dropped
Second question: yes it can be changed into (y-2) = (4/5)*x and it can be also be re-written as
y = (4/5)*x + 2 [slope intercept form]
