None are very good. the second and third are right in some instances.
for instance
a) 3.4E-2= .0034 the second answer is right
b) 4.7E2= 4700 the third answer is right.
So if you take the - sign in the exponet to meaning "not right", as in move the the NOT right 2 times, then maybe the third answer could work.
But I have a better answer (not shown)
the number of places to move the decimal point to the right. A negative exponent means that the decimal point is shifted that number of places to the left (ie, NOT to the right: -3 means to the left).
When you are translating a number from scientific notation to standard form, what does the exponent tell you?
The number of zeros to add to the end of the original number
the number of places to move the decimal point to the left
the number of places to move the decimal point to the right****
the number of times to multiply the first factor by itself
