When an amendment is proposed to the U.S. Constitution, it must be approved by a two-thirds vote in both houses of Congress (the House of Representatives and the Senate) or it can be requested by a two-thirds majority of state legislatures. Once proposed, an amendment must then be ratified by three-fourths of the state legislatures or by conventions in three-fourths of the states to become part of the Constitution.
