Wouldn't it depend on the "new industry", and the types and quantities of workers? There is a big difference between workforces for cotton growing and IPAD manufacturing.

As you stated it, the question is impossible to answer. As bobpursley said, it totally depends upon the type of industry. Ann Arbor, Michigan, has a highly educated work force and is attracting more technology companies. It certainly is not a good city to support the oil or cotton industries.
