What number of electrons fit into energy levels higher than the third level?

It isn't clear what you mean by the third level. There are two s electrons, 6 p electrons, 10 d electrons and 14 f electrons. Fit those into any scheme and add them up and you will get the number of electrons at that level. 2N^2 will give you the maximum number of electrons in any shell.
