Are you referring to a homogenous vs heterogeneous mixture? If so , with sugar water the mixture is uniform throughout. That means that no matter which part of the sample you examine you will have roughly the same amounts of sugar to water as in any other sample. This is a homogenous mixture. If you can see two or more distinct substances in a mixture, that is you can still identify the different items you mixed together it is a heterogenous mixture. I hope that helps
