assuming you are giving inside diameters, then the pipe is just a frustrum of a cone, whose base diameter is 30cm.
Since the diameter decreased by 10 cm in 500 cm, it will be zero after another 100 cm.
So, the volume of the pipe is the volume of a cone
base diameter 30 cm and height 1500 cm
minus the chopped-off top, which is a cone of
base diameter 20 cm and height 1000 cm.
