in that case the slope would be - 4 and when x = 0 the line hits y = -10 so the y intercept is -10

no the question is what is the slope and y-intercept of the line in part b? and part b gives the equation y=-2/3x-12

Oh, ok sure if the equation is
y = -(2/3)x - 12
the slope is -2/3
when x = 0, y = -12 so -12 is the y intercept
when y = 0, x = -18 so that is the x intercept
now if the point (-4,10) is on the line then:
10 = -(2/3)(-4) - 12 ???
10 = 8/3 - 12 no way, not on the line
