looking at it, the number parts are about 16, so you have two significant digits, so the answer is
1.6*10^7

I do not know why your teacher presented four digits in the answers, it is obviously he/she does not understand scientific notation and significant digits.
So the answer is B?
bobpursley is correct but of the answers listed B is correct. Your course evidently does not do significant figures. yet.
