what is the difference between unlimited government and limited government?

A limited government is one that is controlled by laws, especially like our U.S. Constitution. It has a system of checks and balances. Leaders can be easily changed by votes of the people.

An unlimited government is a dictatorship, in which there are no effective controls over the powers of its rulers. The rulers cannot be easily removed from office by peaceful, legal means.
