What is the basic principle that can be used to simplify a polynomial?

gori, you might have to tell us what your text defines "simplify" to mean. I may invite disagreement (not being a teacher), but there is no one, single definition of simplify. It can mean anything from canceling common factors, writing the polynomial as a product of factors, multiplying things together...and...substituting another variable(s) that transforms the polynomial to another completely different one, which is actually much easier to solve. Even if that means increasing the degree of the polynomial along the way. For now, check the text's definition and the sites given above -keeping in mind there are other meanings however.
