Nothing that I know of.

Medicare has held down costs some, however, the government as a large user can only go so far before health providers start to refuse medicare payment. This method of determining allowable payment is hardly the right way to attack the rising costs, but it is the only way so far. Everything else requires thinking, planning, and passing legislation, something our government seldom does well.
