A democracy can't function without voters who can read about the issues and candidates and who can read the ballots. Our economic well-being depends upon workers who are educated and can read directions. With a 99% literacy rate, anyone who can't read is supremely disadvantaged.

What society do you consider yours? There are some in which literacy is not required, but the standard of living tends to be very low and life short in such cultures.
