When negatively charged balloons are brought together, they will repel each other. This happens due to the principle of electrostatic repulsion between like charges. Both balloons have an excess of negative charges (electrons), and according to Coulomb's law, like charges repel. Therefore, as the two negatively charged balloons approach each other, they push away from one another instead of coming together. This has to do with the fundamental nature of electric charges: opposites attract (positive and negative) while like charges repel each other.
