What are the steps in solving this problem? There was 455 mL of water added to 60 mL of a 2M ammonia solution. What is the new molarity?

The dilution formula works for these.
2M x [60/(60+455)] = ??M
You have diluted it by a factor of 60/515. That assumes the volumes are additive (and you can't be sure they are).
