If those charge are Coulombs, the force is huge.

F = k Q1*Q2/R^2

where k is Coulomb's constant (about 9*10^9 in SI units) and R = 0.0316 m

F = 9.5*10^12 N

Are you sure they did not mean microcoulombs?
