HCl is a strong acid and ionizes 100%.
HCl ==> H^+ + Cl^-
Therefore, 0.001 m HCl will give you 0.001 M H^+.
pH = -log (H^+)
pH + pOH = 14. Solve for pOH.
pOH = -log (OH^-)
