I worked on state and fed programs' budgets in a high school, and here were my priorities:

1st - personnel (salaries, taxes, benefits, etc.)
2nd - buildings, utilities, etc.
3rd - transportation (all related costs)
4th - NOW you might be able to get down to things such as books and other things needed for classrooms!!
