who (and all its forms), which -- can be either interrogative pronouns or relative pronouns
interrogative = Who is your brother?
relative = My brother is the one who drives the red truck.
where, when -- can also introduce subordinate (but not interrogative) clauses
interrogative = Where is the party?
subordinating conjunction = She knows where the party is.
interrogative = When will your sister return home?
subordinating conjunction = We went out for hamburgers when the dance was over.
