Sales tax is leveed as a percent of goods sold. Service tax is a percentage of the billed cost of services rendered (auto repair, hotel, utility bills etc) and usually does not apply to all services. The rates and services vary from state to state, and within states. There is no state service tax in CA. Some services (medical, dental, llgal) manage to avoid the service tax in most states.
