We are working on Fractions, mixed numbers and decimals. the problem says - write each decimal as a fraction or mixed number in simplest form... 0.7 or 0.08 ....ugg HELP

You need to read each decimal out loud.
0.7 = seven tenths = 7/10
0.08 = eight hundredths = 8/100 = 2/25

Well, if you have a calculator (not one that has just the numbers and symbols, a more middle school one. If you don't have one, an older sibling might), there is a fraction to decimal key.
It looks like this F◄ ►D, kind of. At least on my calculator, a Texas Instruments TI-30, you press 2nd and then the PRB key.
First, you would type in the decimal or fraction then press what I told you to press, then equals.
Okay, that might just be a lot of random babble to you. If you don't have oneof those calculators, think of it this way...
0.7 is the same as 7/10 because the 7 is in the tenths place. Do you kind of get it? Or 0.08 is the same as 8/100 or 4/50 or 2/25.

ok I kind of understand. But how did you get from 8/100 to 2/25 you are reducing right/ but how?

Right, we were reducing.
You can immediately see that 2 will go evenly into 8 and 100 -- so we start with that. 8/100 = 4/50.
Ahh -- 2 goes into 4 and 50 -- so 2/25.
