When these risk factors are present, they create an environment that is conducive to the perpetration of genocide. In addition, factors such as historical grievances, lack of accountability for past atrocities, and global power dynamics also play a role in enabling such crimes to occur. It is critical for the international community to address these underlying risk factors and take proactive measures to prevent future atrocities from happening. Simply making a pledge of "never again" is not enough, action must be taken to prevent the conditions that lead to genocide in the first place.
