My answer is 3.

(3+2)-4-1=0
(1+4)-3-2=0
(2-1)x(4-3)=1
(4-3)+2-1=2
(4x2)-3-1=4
(4x2)x1-3=5
(4/1)/2x3=6
(4+3)+2-1=8
(4x3)-2-1=9
(3+2)+4+1=10
(4x2)+3-1=10
(1+4)+3+2=10
(4x2)+3+1=12
(2+1)x3+4=13
(4x3)x2+1=25
(2x3)x4+1=25
(1+2)x3x4=36
(2+1)x3x4=36

I have been unable to make 3, 7 & 11.

3=1.5 7=3.5 11=5.5
we can only use the numbers 1, 2 3 & 4 once. (not allowed to use any other numbers, 0.5 etc.)
