Under the "necessary and proper" clause, Congress may?

A. Do as it pleases
B. Not do anything unless it has been enumerated
C. Do that which is necessary to exercise its enumerated powers
D. do that which is necessary even if it violates the basic tenets of the Constitution

I have looked and just can not find the answer please any help ??
