Both girls are discussing two different times.
Yes, chewing food is a physical change as it is breaking large pieces into smaller pieces. After the smaller pieces are formed then digestion takes over and that is a chemical change. I would go with Anna being correct WHILE CHEWING. Elsa is correct for anything after that.
