Translate to an inequality using the variable x.

Right.
It's a matter of symbols.

When we say x<y, it means x is less than y. You will notice that in the less than sign, the sign grows progressively from small from the "x" side towards the "y" side. This is how you can remember the direction of the sign.

So
x 21 means less than or equal to 21
