More info needed on Q
Maybe "at a see" is supposed to provide a hint, but it's not clear to me.
It appears that Q lies somewhere on a circle of radius 8, with center at P.
Three step P,Q and R are at a see. the bearing of P from R is 300°
if (PQ)=8km (PR)=11km.
