According to the U.S. Constitution, to run for president, a candidate must be a natural-born citizen, at least 35 years old, and have been a resident of the United States for at least 14 years. Since the candidate moved to the U.S. in 1999, he would not have met the 14-year residency requirement by the time he was running in 2012.
