The weather during Smedley's vacation was strange

Lets try...

Assume some of the 11 were clear all day, and some of the 12 were clear all day.

If x of the 11 were cloudy, and y of the 12 were cloudy, then x+y=13

So, if x is 1, then y is 12, so the vacation was 13+10+0=23
if x is 2, then y is 11, so the vacation was 13+9+1=23
if x is 6, then y is 7, so the vacation was 13+ (11-6)+(12-7)= you guessed it.
