let the fixed rent be 5x and 3x

#1:
100k + 5x = 500
20k + x = 100

#2:
300k + 3x = 1100
100k + x = 1100/3

subtract them:
80k = 1100/3 - 100 = 800/3
k = 10/3

in #1 ----> 20(10/3) + x = 100
x = 100/3

So the difference is the fixed rates
= 5x-3x
= 2x
= 200/3

I was expecting the number of calls to be a whole number, but my answers do check out:

100(10/3) + 5(100/3) = 500
calls in bangalore:
300(10/3) + 3(100/3) = 1100
You have made wrong equations
It will be
100k +3x = 500
300k + 5x = 1100
Which will give k = 100
