The Singhs are putting a flagstone deck around their pool.
The pool is rectangular.
Its dimensions are 10 m by 6 m.
The deck will surround the pool. It will have a width of 3 m.

What is the area of the deck?

the deck's area is the difference between the enclosed pool and just the pool.
The deck is on both sides, so its area is
(10+6)(6+6) - 10*6 = ____ m^2

multiply 16 by 12 = 192 = area enclosed by outside of deck.
subtract 60 = area of pool itself
You get 132 m^2

b*h/2 is a triangle, nothing to do with a rectangular pool.

length of deck = 10 + 6 = 16
width = 6 + 6 = 12
so
2 * (12+16) = 56 meters
