I still think the answer is A. Only the parent can determine how much s/he will become involved in the activities.

D can't be right. A 3-year-old child can't be responsible for his parents' actions.

Your curriculum may be thinking of C -- that it's the caregiver's responsibility to welcome parents to various activities.
I put A and the answer was wrong :(
I guess the answer would be C.
