It wouldn't be possible for the allies to use the "visit and search" policy for German submarines. The policy states that only commercial vessels can be searched. Submarines were only used for the war.

So, would it not matter if Germans searched a neutral merchant ship
The Germans could search a neutral merchant ship -- but I doubt if they used submarines for that.
