I wish I could show you how to do this problem algebraically, but I can't. I hope a math teacher will post a math explanation.
However, I divided each answer by 5 to see which has a remainder of 3. That pointed me to two possible correct answers. By plugging these numbers into the formula for perimeter -- P = 2L + 2W -- you can easily find the right answer.
