Apparently you forgot to mention that the population grew by 40% EACH YEAR from 1994 to 1998
That means that it grew by a factor of 1.4 each year, so in 4 years, it grew by 1.4^4.
So, x*1.4^4 = 963300
x = 250755, or 250800 after rounding.
